As expected, goalkeeper Shane Bland was busy early on, making a tremendous save to deny Leon Gibson-Booth inside five minutes.
Bland then reacted well to deny ex-Scarborough player Max Wright. The former Middlesbrough man saved well again from Liam Hughes' downward header.
At the other end, Harley Dawson's first-time low drive was saved by Lloyd Allinson. Jake Charles did have the ball in net for the Blues, just after the half hour, but celebrations were halted by the linesman's offside flag.
Cleethorpes' Bailey Conway then blazed over under pressure from Frankie Whelan.
Bland impressed again to tip wide just after the hour, while James Harrison came close for the hosts.
As expected, the ball spent most of its time in the stands as the clock wound down and Whitby battled to the draw that ensured they still haven't been relegated in their history.
