Whitby Town Council is asking residents which services they would like to see controlled within the town.
The borough and county councils are being abolished next April and replaced with a single Unitary council for the whole of North Yorkshire.
As part of the process town councils can apply to take over the running of some local services like parks, play areas , swimming pools or libraries.
Whitby Town Council has now launched an online survey to get residents views on the idea.

Michael King says the "double devolution" process would mean some services being controlled very locally rather than being part of the county wide services.
The town council is asking for residents views now ahead of a formal bidding process being launched by the new county wide authority in September from which it hopes to find six pilot projects to run across the county.
Michael King says the town council wants to be ready for that process.
The online survey is open now and asks Whitby residents to comment on which services they would want to prioritise for local delivery and how they would want to fund them. Town Clerk, Michael King says they are asking residents to compete the short survey before the end of September.
