North Yorkshire Council is facing challenges in implementing traffic restrictions on Whitby Promenade amid growing concerns from residents and councillors about the increasing number of campervans parking there.
Campervan parking on Whitby Promenade is causing a health and safety problem according to local councillors.
The local area committee is writing to North Yorkshire's Highways department to ask for steps to be take to introduce parking restrictions on the promenade.
Councillor Phil Trumper stressed the urgency of the situation, highlighting the negative impact on residents and the need for a swift resolution.
He believes the council should prioritise resources to address this problem, which he views as a health and safety concern.
There is an existing bylaw that prohibits parking on the promenade, but Scarborough Council, the previous authority, found the enforcement process too cumbersome and time-consuming. They rarely used it because pursuing prosecutions would require applying to the magistrate's court. The situation remains unchanged under the new North Yorkshire Council. Furthermore, the council's environmental enforcement team states that this type of enforcement is not within their purview.
While the promenade is not part of the road network maintained by the local highways office, they can implement Traffic Regulation Orders (TROs) on land not designated as publicly maintained highways.
They are now suggesting that a consultation could be started to look at introducing parking restrictions in the area.

The highways office say they cannot currently provide a start date for the initial consultation due to their existing workload.
Councillor Trumper has called for a consultation for a TRO to be started as soon as possible.
