Incidents at the harbours in Scarborough, Filey and Whitby are in decline, according to a report presented to councillors.
The report, delivered by Chris Bourne, head of harbours at North Yorkshire Council, detailed the council’s performance against the Port Marine Safety Code. The code aims to enhance safety for everyone who uses or works in UK ports and harbours:
This represents a continuation of a downward trend shown in incident data going back to 2015.
While the report attributes the low number of incidents in 2020 and 2021 to pandemic restrictions and reduced harbour usage, incident rates have since returned to pre-pandemic levels. These levels are comparable to 2018/19.
Mr Bourne said the council would stay vigilant:
The Port Marine Safety Code (PMSC) is a nationally agreed standard designed to implement safety standards for marine operations at ports, harbours and marine facilities throughout the UK. While it is not mandatory, there is a strong expectation that all harbour authorities and facilities will comply. The code is intended to be flexible so that it can be applied to harbours and marine facilities of any size.
