Mr Goodwill thinks any further delay would impact on the summer tourism season and damage local firms.
Robert Goodwill says there have already been signs that the local economy is being impacted by the continuing lockdown restrictions including by the loss of some planned events.
Mr Goodwill says given the progress of the vaccination programme he feels now is the right time to reopen.
