Could neighbourhood plans have a role to play in managing the number of second homes and holiday let's on the Yorkshire Coast?
Issues around the number of second homes and holiday lets in the Scarborough Borough wont be dealt with through the planning process.
The new draft local plan for the borough doesn't include a primary residence scheme after investigations found it wouldn't be viable and could have an adverse impact on affordable housing.
Planning Policy & Conservation Manager Steve Wilson says some members of the planning committee had voiced disappointment.
Managing the number of second homes and holiday lets in the Scarborough borough through the planning process wouldn't be viable according to the report.
Instead the report suggests initiatives outside the planning system to address the proliferation of second homes, and Steve Wilson says parish councils might have a role to play.
