Rishi Sunak insists he's delivering on his promise of more, free childcare for working mums and dads with two-year-olds in England.
It's up to 15 hours a week, from Monday.
But many nurseries insist they don't have the money or the staff to cover the extra.
Mr Hollinrake, in his role as Enterprise Minister, reckons things will begin to improve, once money starts flowing to childcare providers.
