There's a suggestion the town has enough spaces but not enough signage to say where they are.
Whitby councillors say the town is still waiting for promised review of parking.
Town councillors say there have been continuing problems over the summer with a lack of parking and public transport in the town.
Councillor Peter Croft wants North Yorkshire Council to take action.
Councillor Phil Trumper represents Whitby West on North Yorkshire Council, he says that Whitby has enough car park spaces but needs better signage to get people to them.
Councillor Trumper says he's had meetings with council officers about the parking situation in the town. He says there are plenty of space, but that they are not all in the town centre.
Last December Councillor Linda Wild said she was at a meeting where the county council had promised a review would take place in 2022, at the time Scarborough Borough Council said it has been told a consultation will take place in early 2023 lead by the county council.
Town Councillors have expressed frustration that nearly a year later the review still hasn't taken place.
