Northern Endurance Partnership (NEP) has launched its statutory consultation for the Humber Carbon Capture Pipeline (HCCP).
It's a proposed development that would transport carbon dioxide (CO2) from carbon capture projects across the Humber region to permanent secure storage under the North Sea.
The project would consist of an underground onshore pipeline with Above Ground Installations (AGIs) and a pump facility. Plans say the project would involve the pipeline crossing both the Humber and the River Trent.
Due to its scale, the project is defined as a Nationally Significant Infrastructure Project (NSIP). This means a decision is made by a Secretary of State rather than a local authority such as East Riding of Yorkshire Council. Project documents suggest a Secretary of State decision could come in Q3 of 2028.
As a part of the consultation, which will run from 29 October to 17 December 2025, NEP is hosting thirteen in-person consultation events at local venues, as well as two webinars. At the events, people will be able to get information on the proposed pipeline route, AGI and pump facility locations, and details of how the project team is working to manage construction considerately.
The project’s route goes through four council area. These are referred to as being ‘host authorities’. They are:
East Riding of Yorkshire Council
North Lincolnshire Council
North East Lincolnshire Council
North Yorkshire Council
Feedback from an initial consultation in summer 2024 has been incorporated into the current proposals. Further input from this consultation will help refine the project before a Development Consent Order (DCO) is submitted to the Secretary of State.
