Alternative Ways Put Forward to Reduce Scarborough Borough Second Homes

A report looking at ways to reduce the number of second homes and holiday let's in the Scarborough Borough says there are alternatives to a primary residence scheme but they may involve government intervention.

This week we've been looking at a new report in to the pro's and con's of introducing a primary residence scheme in the Scarborough Borough to limit the number of second homes and holiday lets in the area.

The report from the borough councils planning team has looked at various aspects of the scheme which could see new homes only made available to local people.

Planning Policy manager, Steve Wilson, says that one of the problems with the primary residence scheme is that it would only apply to new homes and not existing properties.

Steve Wilson says there are alternatives that are also worth considering.

Steve also says that one option that could limit the number of second homes and holiday homes in the Scarborough Borough is currently out of the Borough Council's reach.

One of the reports conclusions is that adjusting building usage classes might be a better tool to slow the growth of holiday lets and second homes, but it would require government intervention to implement.

The findings of the report are expected to feed in to discussions around a review of the borough's local plan, a draft version is expected to be published in the Autumn.

The Borough Council's report into the issues around primary residence schemes was presented to the council's planning committee last week and can be read in full here Second Homes and Holiday Lets
